   National Training Costing Model (NTCM)

Advantage System Solutions Limited was selected in a competitive arena to support the Home Office in the capture and assessment of training delivery costs for the Police Forces of England and Wales. These delivery costs were to be collected using a defined template sent to each Force which would then be returned and imported into a central database for analysis. Standard reports would then be produced and subsequently returned to each Force to aid in the assessment of Best Value delivery.

Advantage worked with the Home Office to understand the specification for central definition of the course types that were to be used in the project. Work then began on the construction of the template. This involved the management of development with two third party software suppliers who deliver training management software to the majority of the Police Forces. Liaison with the development teams led to an agreed design for the output template which was then produced using Microsoft® Excel to work in conjunction with the automated methods provided by the third party suppliers. The template was then distributed with full instructions to all the Police Forces.

Advantage then began the task of developing the central database that was to be used to record all the templates that are returned. The design of the system was prototyped with the customer to establish the means by which the data should be manipulated. Simple export functions were also added to ease the process of dissemination of the outputs back to the contributing Forces.

Customer satisfaction recorded at the end of the project indicated positive feedback in every category.
