LOCARD®
LOCARD® is the UK’s market leading Forensic Evidence Management System currently used by 14 Police Forces throughout Great Britain. It is a fully integrated application, which manages the work within the Police Scientific Services community, incorporating:
• full auditability of evidence from the crime scene to production in court • comprehensive work management across all of the disciplines within the forensic community, e.g. Fingerprints • a flexible reporting function utilising a data warehousing facility • use of ‘industry-standard’ technologies based on a Microsoft® platform
Evidence traceability is of paramount importance in this arena and this forms the core around which LOCARD® is built. A tamper-proof audit trail automatically records all of the movements and activities related to each piece of evidence. This is used by Forces to support the presentation of forensic evidence in court. Locard® supports the necessary workflow management, enabling the interaction of a number of specialist departments within the Forensic community to take place in a controlled manner that maintains the authenticity of the audit trail. Such a complex, risk-sensitive environment with high auditing standards requires a comprehensive reporting facility, which operates at various levels, ranging from day-to-day operational information to high-level management reports. LOCARD® addresses this by incorporating a variety of reporting options: web-based access, data warehousing solutions; and use of Microsoft® Office products.
LOCARD® is operational in a complete, end-to-end Microsoft® and Oracle environment which includes deployment via Terminal Services. Each LOCARD® installation and delivery has been accompanied by a parallel data migration exercise, which transfers data from legacy forensic systems into LOCARD®. Data volumes have ranged from 20,000 to 200,000 records. A variety of data sources have been exploited both in terms of forensic business area and underlying database technologies.
LOCARD® has been developed using a wide range of technologies including Visual Basic, SQL Server, Oracle, HTML, ASP and .NET. Recent modules have targeted the use of Locard® by both the wider police community and mobile Crime Scene Examiners (CSEs). These components provide a Force-wide querying mechanism for the forensic outcomes and the ability for CSEs to record details of crime scene examinations at the scene, thereby greatly increasing job efficiency.
